When the workspace has no machine keys and no traces, the dashboard shows create a key, POST /api/v1/traces (curl), and open evals.

The home lists pending approvals, blocked evals, open alerts, and recent trace errors so operators do not have to hunt across /app/approvals, /app/evals, and /app/traces.
